This is a request to add another tabbed browser pref to assign the functionality
of new window/new tab to middle mouse/ctrl-middle mouse, respectively.

As it stands now, there's no "quick-click" combo (that i know of) to open a new
window vs open new tab, without either navigating the right-click context menu,
or navigating to the tab prefs to change modes.
