From Bugzilla Helper:
User-Agent: Mozilla/4.78 [en] (X11; U; Linux 2.2.19 i686)
BuildID: 20011223803
With a simple form like the following:
<form action="forms.php" method="post" enctype="multipart/form-data">
<input type="file" name="filename" value="Browse"><br>
<input type="submit">
</form>
If you do not enter a valid filename, then when you press the submit button,
nothing happens.
If you add name="Submit" to the submit input, then when you press the submit
button, it just sits there loading.
If you enter a valid filename (ie. the path of a file that exists), then it
loads fine.
Reproducible: Always
Steps to Reproduce:
1. Go to the url and try.
Expected Results: Submit regardless whether the file input has a file entered
(like how it did prior to 0.97).

From the 0.9.7 release notes:
Uploading Files
Mozilla will hang when submitting forms which have a field to upload files if
this field is blank or refers to an invalid file. This affects sites using
Zope or IMP webmail, among others.
This bug is fixed on current trunk.
