120541 - upgrade Template Toolkit Perl module on mothra to version 2.07

The Template Toolkit Perl module on mothra is currently version 2.04.  Bugzilla
version 2.16, which is planned for release in February, and to which b.m.o. will
upgrade shortly before or after the release, requires Template Toolkit version
2.06.  Thus it is necessary for mothra to be running that version of the module.

Ray, this should be an easy one to do.  What's the status on this?

I guess a better question is "How much lead time do you need to do this
installation?".  I'm not sure yet when mozilla.org will install Bugzilla 2.16 on
mothra.  It's possible that it will take several months, in which case this
request can wait, but I do need to know how far in advance you need to know
about the installation so I can warn you in time for you to install this module.

Mass changing IC's ticket to reflect current situation.

mozilla.org, AOL employees:

If you want IC to look at issues reported in bugzilla, please open a Helpdesk
ticket and ask it to be routed to AOL R1 Server Operations. We currently have no
way to handle comprehensive problem resolution through bugzilla. This is not a
change in the way we are supporting mozilla.org - we are still supporting you on
the level as before. IC's support is based on Helpdesk ticket system - not
bugzilla which only few hard-core people are looking at. 

Also, projects are handled elsewhere - not in bugzilla. If you have projects you
need us to deliver please feel free to contact me directly.
