This is a meta bug to group together all bugs related to cleaning up the worker debugger API.

When I designed the worker debugger API, I was still in the progress of figuring out how workers were implemented. As a result, some of the design choices I made turned out to be suboptimal in hindsight.

Now that we have a working prototype of worker debugging, we have a better understanding of how we want the worker debugger API to behave, so we should be in a good position to significantly clean up its design.

There is no planned work on this for quite a while, all dependencies are closed, too.
