"Enable cookies for the originating website only" sends cookies to servers other than the originating server

Using a linux CVS from about 5hrs ago. To reproduce: 1. Set up an amazon.com account, log in to get a cookie and fill in your name in your account settings. 2. In cookie manager, click the option "Enable cookies for the originating website only" 3. Visit the URL. Note the ad in the bottom left has the name you supplied to amazon.com in your account info. That's because the cookie was sent back to them. Expected: no cookie sent to amazon.com - I only want the cookie sent when I'm on an amazon.com site. (in the location bar). Visiting foo.com should not send any cookies to any other site just like it doesn't set cookies from any other site. bug 99840 seems similar but not a dupe.
