Details

Command-N keyboard shortcut doesn't work if all windows have been previously
closed. Choosing 'New Navigator Window' from the File menu still works; the
keyboard shortcut will only work as long as at least one browser window is open.

Mozilla/5.0 (Macintosh; U; PPC; en-US; rv:0.9.8) Gecko/20020204.

This has been resolved incorrectly; this is a dup of bug 36016.  Command-N now
works on MacOS 9 on BuildID 2002-02-08-09.
