The site contains information on swedish laws. There is a link from http://www.regeringen.se/propositioner/index.htm, named 'Lagar och förordningar', that takes you to the page at http://194.52.125.3/. The incorrect page uses badly formated relative URL:s. http://www.ietf.org/rfc/rfc2396.txt describes what an URL should look like: 'Relative URI references are distinguished from absolute URI in that they do not begin with a scheme name. Instead, the scheme is inherited from the base URI, as described in Section 5.2.' They still have url:s like 'http:/mm/indexform.html'. The correct URL should be '/mm/indexform.html'.
This site works in MSIE. Interestingly, in Mozilla I see a 404 for indexform.html (the main frameset on the right), but I see a political propaganda message about the .mm TLD that appears to be a defacement. Not that this has anything to do with Mozilla... Confirming
