Add a tool to set message rules in Mail&News, i.e. move message to specific
folder if the message meets certain criteria, mark message as a specific color
if a certain header is found/contains text, etc.

This could also be added in to the existing Message Filters tool.   Add 
options for "If specific header...  (exists, does not exist, contains, does not 
contain)" and "change message color (in message list) to...".

Mail filters seem to work, but where are the newsgroup message filters? How do I
filter out all that newsgroup spam?
