if you open a folder in the personal toolbar (other than bookmark) by
right-clicking on it and selecting "open in new window", the bookmarks of this
folder cannot be deleted from this window
still, it is possible to delete this kind of bookmark by opening the global
bookmarks list (manage bookmarks...) where they are in the personal toolbar folder

Reproducible: Always
Steps to Reproduce:
1.create a folder in the personal toolbar, say news
2. add a link to this folder
3. right click on the folder
4. select "open in a new window"
5. the bookmarks cannot be deleted from this window

Actual Results:  even if you try to delete it (right click on it and select
delete or select delete from the edit menu or ctrl+D), it is not deleted

Expected Results:  the link should be deleted

Confirmed, happens in 03/14 and 03/29 on Windows 98.
