This is really bug 1021795. Luckily a lot of backend changes have come about so I think
this can be fixed with judicious use of memcached.

Even 2 seconds is pretty unreasonable -- we can get it as low as 1s using the current infrastructure.
Sub-second times will require not using the zeus load balancer (which is a wishlist item for me :)

Out of curiosity, what about Zeus makes sub second times not possible?
I only have hear-say, but the word on the street is that it adds a lot of latency, more so than HAproxy, varnish or similar.
