Why is this a bug in Mozilla? The Debian Bug Tracking System would be more
appropriate to report this 'bug', in my opinion.
Bob's first comment is: "they change the ua string right?"

Perhaps you could fill us in because it would seem that that kind of question is
because some bug shows up in Debian's Mozilla but not in the upstream one.

If that is the case that is understandable but the user-agent-policy,
http://www.mozilla.org/build/revised-user-agent-strings.html, doesn't specify
when a build should be considered a branded.

Is that on any change (even those to, say, conform with Linux filesystem
standards); the incororation of bug fixes that will be in later versions of
Mozilla (eg, the Debian build already has the fix for bug 83804 incorporated);
or something else?

Btw, the Debian mozilla diffs are located at:
http://http.us.debian.org/debian/pool/main/m/mozilla/

and the latest one 0.9.9-4 incorpates a user-agent change.
This issue was raised with the Debian Mozilla maintainer. 

He agreed that some of the changes were not specific to porting Mozilla to
Debian but instead changed the behavior of Mozilla. It was for that reason we
discussed adding Debian to the UA string so that it could be identified. While
it is not clear exactly when a vendor should include their information in the
UA, changing the support for standards or embedding into a different application
such as K-Meleon however should imply that an identification is necessary. 

We had similar issues (to a greater degree however) when K-Meleon used an
identical UA string to Mozilla even though K-Meleon did not support XUL or
Sidebar Tags.

If the Debian Mozilla UA string has been modified, then this bug can be marked
fixed.
Looks like the Debian maintainer has made this change. From the Debian package
changelog:
