Build 1999091308M11: Win32/NT4
Reopening.
NT4 is displaying Mail/News panels that should be removed (Identity, Mail
Server, News Servers, Copies & Folders). This was fixed but now it's back again.
Additional Information:
- Linux/Redhat 6.0: Displays the correct panels.
- Mac 8.5.1: Displays the correct panels.

I think is only in the commercial build.
mozilla/xpfe/components/prefwindow/resources/content/preftree.xul on the mozilla
builds is fine.
I assume someone does the merge between the two, to keep the ns tree up to date?
adding cyeh, milligan and matt to the cc list.
one of them would know who owns this bug.
