If a new tab is generated from a link on a previous page (i.e. select "Open Link
in New Tab" from contextual menu on a link), then there is no focus on the new
tab. Keyboard shortcuts to scroll up and down do not work, you can't move the
focus around by tabbing, you can't even use the close-window shortcut to close
the tab. After a single mouse-click, all shortcuts work as expected.

Reproducible: Always
Steps to Reproduce:
1. Open a page with links on it.
2. Select a link, open contextual menu, select "Open Link in New Tab"
3. Try to navigate the new page by keyboard strokes.
4. Single-click anywhere on the page.
5. Try to navigate the new page by keyboard strokes.

Actual Results:  At step 3, nothing done on the keyboard has any effect. At step
5, all keyboard input is acted upon.

Expected Results:  All keyboard input should work at step 3.

Additional Info: First encountered in 1.0RC1. Downloaded latest nightly build to
be sure it wasn't fixed.
