File | Send Page from Browser window is disabled

Win32 1999-09-17-13-m11 release build
Per the Beta 1 criteria document under the mail section, "Send Web Page" is an
item that should be functional for beta 1.

1) Browser window - load any web page
2) Open the File menu

Actual results:  Send web page menu item is disabled

Expected results: Menu item should be enabled so that the user can send the web
page

Per Phil, here is a workaround: copy and paste a URL from the browser into the
File | Attach| Web page thing in the composition window

Reassign to ducarroz. Hopefully this isn't much harder than what the compose
window does with the File | Attach | Web Page thing.

I just did it in 1:30 minutes. Now I am seeking for a code review...

Send Page will generate a message wit the subject set to the title of the page, the page URL as body and the page
itself as attachment.

I can do a File|Send page from all 3 platforms. View the received messages and
they look fine.
