1461755 - Remove "Use a background service to install updates" option in preferences

Very few users flip this pref, and those that do likely get hit by UAC prompts for updates. They may not know what this controls since it is not well documented.

Lets keep the pref itself but remove the UX option from about:preferences.

Note once we ship the new "background update service", this option is going to cause a lot of confusion for our users. Lets get rid of it now to avoid that.

I think we want to remove from Options and just provide access to this pref in about:config.

The SUMO article https://support.mozilla.org/en-US/kb/what-mozilla-maintenance-service documents the about:preferences option, "Use a background service to install updates" and will need to be updated if this bug is fixed.
