Steps to reproduce:

  1. New message in Rich Text/HTML.
  2. Enter some Rich Text/HTML content.
  3. Options → Delivery Format → Plain Text Only

Actual results:

nothing, whole formatting remains.

Expected results:

Window class should change from RichText field to Simple Text and all the formatting should be dropped and converted to plain text. Also formating bar should be gone.
Expected is also a question what to do with previous threads - either drop formatting and change to plain text also or move it as single attachment.

You misunderstood the functionality. Changing the delivery does not convert the content of the compose window. There have been many requests in this area, like the other way around.
