Right now interaction media features have tests using the ui.* prefs. That means that widget codepath doesn't run in those tests.
This backfired heavily in bug 827976. We should probably add some tests that use the widget codepath and test the invariants (for example, that you don't match both hover: none and hover: <something-else>.
Presumably these tests could even go to WPT.
