We currently don't unload XPCOM plugin dlls ever. The component manager does not
take care of them either, because they implement |nsGetFactory|. We need to
assess the risk of unloading those dlls, keeping in mind that there still are
plugins implementing |nsIModule| (Java) and decide how to handle this situation.

The plug-ins triage team (av, beppe, peterl, serge and shrir) have reviewed this
issue and have made the following determination:
