Nightly 69.0a1 (2019-07-08) (64-Bit)
macOS 10.14.5

STR:

1.) Enable OS Dark Mode (or use the standard Dark Theme)
2.) Go to about:preferences#home and set Startpage/New Window and New Tab to "Blank Page"
3.) Open a New Window or a new Tab

Actual: A Light Blank Page appears which is very disturbing.

Expected: A Dark Blank Page should appear which would not disturb.

Ed, isn't there a bug for this issue already?
