only collect outgoing by default.  incoming is all spam anyways.

in mailnews.js, set "mail.collect_email_address_incoming" to false

since outgoing email addresses are really email addresses you want to remember,
and the CAB has a limit, let's put collected addresses into PAB

removing "put collected addresses into PAB" from summary.

that's another bug.

20020916 trunk builds on Win2K and MacOS X.

Verified that only Email addr from outgoing messages can be automaticaly added
to local address book and that 'Personal Address Book' is checked by default to
add email addresses. User can also choose Collected Address Book to add outgoing
email.

Will verify it on Linux after Bug 169051 is resolved.
