157712 - Allow "Cancel" for cert / CRL management operations

As mentioned at the end of 89255 (comment #6), operations in the "Manage CRLs"
and "Certificate Manager" prefs windows take effect immediately, so the user has
no opportunity to click Cancel. This is an RFE for changing the behavior of
these prefs windows so that they wait for the user to click Ok before taking
effect. 

This would make them consistent with all the other prefs dialog boxes.

Additionally, without this change being implemented, a user may make some
changes  in one of these dialogs, and click the Cancel button in the main Prefs
window, believing that their changes have been cancelled, which won't be the case.

Mass change "Future" target milestone to "--" on bugs that now are assigned to
nobody.  Those targets reflected the prioritization of past PSM management.
Many of these should be marked invalid or wontfix, I think.

The only cert dialogs I can find that have a "Cancel" button appear to do the right thing.
