A workaround is http://www.efa.de/welcome.htm. This leads to their 'light version for deactivated javascript'. contact info (from http://62.154.206.91/0_mail.htm): Webmaster : jes@hannover-region.de
I've sent them a polite message with pointers to http://www.mozilla.org/docs/web-developer/ and asked why they redirect to an error document page instead of the workaround...
Now, there is a rediretion to the workaround (c3). This is no longer a DENY. I'd suggest that it is fixed.
