We need to get the "New Skin" landed on the mozilla tree.

This is porkjockey work that has begun and will have the first phase completed
for M11.  The skin itself is not needed for Dogfood, so I will remove the Dogfood
tag from the summary.

No, we still have the dependencies on the above listed bugs. Right now there are
temporary workarounds in the builds for coping with the shortcomings of round
corners. (Like using background images), which get removed as soon as we can
have the capabilities available.(at least bug 16381)
