Viewer on OS/2 needs some work. Currently missing toolbar and 
statusbar. Menus aren't working.

Changes to get the menu working and be able to use widget from
webshell/tests/viewer.

Modified the makefile to build the os/2 directory which is similar to the
windows dir. This os/2 specific directory will be checked in. Also needed to
set a max text limit for entry fields.

Attachment: Set max textlength

Set max text length of URL bar just in case the default entry field on a
platform only holds a certain number of characters.
