User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/85.0.4156.0 Safari/537.36
Steps to reproduce:
- Open Network inspector
- Click "Throttling" dropdown
- Click "Offline" option
Actual results:
"Offline" option does not exist.
Expected results:
"Offline" option exists.

I will move this enhancement over to a component so developers can take a look over it. If this is not the correct component please feel free to change it to an appropriate one.
