I was told that PICS does not work because important code is missing. another
bug report says it doesn't even compile.

I know no distributor who uses PICS.

nevertheless all.js contains some PICS preferences which are read in on every
startup but never used.

I suggest removing at least them, and ideally extensions/pics/ together with them.

should approve removing extensions/pics (not me).
