sometimes a filter that is suposed to look on the message body make some false
matchs because it finds the characters in an image attached

Reproducible: Always

Steps to Reproduce:
1.make a rule that look for "root" in message body
2.send a mail with an atachment
3.it will probably find small words like "root" on the encoded atachment

Actual Results:  
a false match

Expected Results:  
skiped the encoded files
related: bug 98141. enh->normal, this would be a bug at least wrt binary
attachments imo
