STEPS:
click on URL provided.
OBSERVED BEHAVIOR:
nothing happens.
EXPECTED BEHAVIOR:
iChat would launch or become top-level application, and then handle the AIM URL.
NOTES:
Chimera is not broken, because I installed AIM for Mac OS X and it works.
Best possible fix:
If Apple wants this to work, they need to make iChat the AIM URL handler in the
happymac releases of Mac OS X 10.2. They also might need to add AIM URL handler
support, if you paste an AIM URL into iChat, it doesn't seem to recognize it as
a URL.
(It linkifies HTTP, but actually parses a grin graphic in mailto:ben@netcape.com)

The test link launches AIM so the capability is there and working. There may be
a bug that iChat just doesn't register itself as a handler for the aim:
protocol. I tried using the More Internet prefs panel to force iChat to be the
handler for the aim: protocol but the setting would not stick and I haven't
researched other ways to edit the LS database

The question now is does the succesful launching of the AIM client mean this bug
should be closed?
You can close it. If people are complaining, release note that they need to
install AIM on 10.2.
I contacted apple about this, but they never got back to me.

As discussed the helper app launching functionality is there if iChat were to
register for the aim protocol. Closing as WONTFIX
