Install error. This is probably the same thing as bug 167515, a crash caused by a stray zlib.dll in the windows system32 directory. Perhaps a different version of that stray library merely fails to parse the archive (which would lead to this -207 error). The workaround, if this is the case, is to run the installer in "Windows 95 compatibility mode" which can be accessed by opening the file's properties dialog through windows explorer. Or by removing the zlib.dll from c:\windows\system32, but that will break whatever program put it there.
