Hey Steve,

what's your account type, POP or IMAP? (pls verify from ≡ > Account Settings > YourAccount > Server Settings)

If IMAP, Body filter will only be available when you have message synchronizing (keeping offline copies) activated for Inbox folder (bug 67421).
Unfortunately, the message synchronizing UI is mis-designed (bug 1686132), so you can be fooled into thinking that you're synchronizing everything whilst you're synchronizing nothing. The real truth is here:

≡ > Account Settings > YourAccount > Synchronization & storage > Message Synchronizing > [Advanced...]
I repeat: Only the [Advanced...] button will tell you the true status of offline use for each folder.
So in that Advanced dialog, make sure inbox has a checkmark, and confirm with OK.
Then try your filter criteria again.
