Steps to Reproduce:
 1. Context menu on Personal Toolbar > New Folder
 2. Context menu on created folder > Manage Folder
 3. File > New Bookmark

Actual Results:  
No Add Bookmark dialog.


While opening bookmark manager (Manage Folder):

Expected Results:  
Add Bookmark dialog.

The js "no properties" error happens a few times on each focusing of the bm
manager. When managing a folder that has bookmarks, no errors.

That is, _all_ functions fail, not just "New Bookmark".
