Typing < or > in the mail compose window results in the wrong entity -- e.g. <pe; or sometimes other garbage characters getting appended. This is dogfood for mail compose since it results in html entity tags appearing in the output on the receiving end.

A fix has been checked in. QA: To test, send yourself an html mail message with angle brackets in it (i.e. type angle brackets in the html compose window when composing the message), and see if it comes through with the angle brackets looking right.
Changing QA Contact and verified this using the foll. builds on all three platforms. Windows: 1999-11-29-09-M12 Commercial build. Mac: 1999-11-30-08-M12 Mozilla build and 1999-11-29-10-M12 Commercial build. Linux: 1999-11-30-08-M12 Commercial Build.
Bulk move of all "Output" component bugs to new "DOM to Test Conversion" component. Output will be deleted as a component.
