Typing < or > in the mail compose window results in the wrong entity -- e.g.
&ltpe; or sometimes other garbage characters getting appended.  This is dogfood
for mail compose since it results in html entity tags appearing in the output on
the receiving end.

A fix has been checked in.

QA: To test, send yourself an html mail message with angle brackets in it (i.e.
type angle brackets in the html compose window when composing the message), and
see if it comes through with the angle brackets looking right.
