The latetst build 1.2 beta shows this problem.

It used to be possible to open a bookmark in a new tab.  This option is no
longer shown in the popup.  pitty
please provude detailed steps on reproducing the problem...I can't follow what
you are describing...

Popup menu for bookmarks on Personal Toolbar has "open in new tab" item. For
popup menu in Bookmark Manager, there's bug 11749.
