Details
I was moving IE imported bookmarks to the personal toolbar bookmarks, I used the
"move bookmarks" function, and look at the result, they are all stracked ontop
of eachother

There was a fix checked in yesterday related to dragging bookmarks on the
Bookmarks Toolbar, which I guess can have fixed this. Can you please try the
latest build for win32 at:
http://ftp.mozilla.org/pub/phoenix/nightly/latest-trunk/
Also, have you installed Phoenix to a clean directory (not overwriting an old
installation)? You also need to remove your old profile and create a new one
with the Profile Manager (invoked with phoenix.exe -ProfileManager).
