Does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems.) I think this is probably caused by the in-memory image cache.

Valentin, is there a way to clear/disable the in-memory cache?
The "Disable cache" option in the Network panel is currently based on Ci.nsIRequest.LOAD_BYPASS_CACHE only.

I think the image cache at least should bypass it's cache when that flag is set.

My example site from comment 4 seems also interact with service workers in an odd way, so maybe LOAD_BYPASS_CACHE isn't handled by the service worker properly.

Unfortunately I can't find the website from comment 0 to verify what's the cause there.

I run into this bug all the time: when building websites locally, from time to time assets (I only notice js and css files) get cached although "Disable Cache" is checked. It's very painful, especially when debugging javascript. It adds another failure point that I have to keep in mind: that something is buggy because my fix didn't load because of caching.

Other folks report that it happens because of switching to Responsive Design Mode and only when working on localhost. It could be both: I regularly use Responsive Design Mode and I only see the effects of it when working on websites and that's always on https://localhost.
