When you see Latin2 page, some ISO-8859-2 characters are displayed as <?> in
Mac.

Steps of reproduce
1. Go to above URL
2. Look at the 3rd line

Notice that some Latin2 characters are displayed as <?>.
I installed CE fonts in my mac.

After you go to http://babel/tests/browser/charset/sb2.html and change
character set to ISO-8859-2, you can see several characters displays as <?>.

  AA, BA, C3, DF, E3, FE. characters

Tested 110408 Mac build.  This does not happen in Win32 and Linux build.
