181058 - news directories have unnecessary? <newsgroupname>.dat files

My news directory has a stupid .dat file along the .msf file. the .dat file only
contains the following info:
version="8"
logging="no"

There's one [newsgroupname.dat] file for each newsgroup.
fx netscape.public.dev.xul.dat

could we wait and create the .dat file ONLY if needed!

Tb 2.0.0.6 has these msgFilterRules.dat in all news server group folders with the cited two fields by default.  These are a waste of HDD space being 27 bytes claiming a 4 KB cluster.

perhaps related to bug 375292?
do the files have recent dates?
I think I see these files only for groups that have filters.

The msgFilterRules.dat files are showing in all 6 of my news accounts.  Only two accounts have filters set.  That implies that the files are created by default. I see no reason for that action until a filter is actually created.

The files exist in both profiles. All were created on 08/09/2007, the date I created the second profile and worked to restore the primary profile.

Even the accounts with filters do not have any data in the files other than
version="8"
logging="no"

OS is Windows ME. https://bugzilla.mozilla.org/show_bug.cgi?id=375292 is a Linux bug if I read it right.

Only the *.prerelease group has a filter to hide Hendrix postings.  All other group.dat and msgFilterRules.dat are default _Empty_Rule_ files.
