18239 - New IMAP accounts not showing in folder pane until restart.

IMAP accounts which are not the first mail account to the profile are not
showing in the folder pane upon creation.  They do indeed show up after an
exit/relaunch.

1.  Launch to the installer/new profile dialog.
2.  Click New to set up a new profile.
3.  Go to messenger, which causes the mail/news account setup wizard to launch.
4.  Set up a new mail account, POP or IMAP.
    At the end of the wizard, confirm OK out of account setup and verify the
account shows in the folder pane.
    Result: this first account shows up.
5.  From messenger window, Edit|Account Setup.
    Click New Account.  Set up another IMAP account.  Confirm OK after finishing
account setup which closes account setup dialog.
6.  Check the folder pane for the new account.
    Result:  it doesn't show up.  It should. Must exit and relaunch to see in
folder pane.

Note:  there are many combinations to test here, I tried setting up 2 pop
accounts, both showed up right away.  I tried one IMAP, one POP and both showed
up.  It appears the secondary accounts if IMAP are what don't show right away.

Assigned to alecf, but cc seth since it may have something to do with his local
mail fix (bug #18064).

Found using 1999-11-08m11 commercial build on NT 4.0.  Will report other
platform results later, am assuming it's a cross-platform problem.

To reiterate:  this was done with New Profiles, have not yet tested adding new
accounts to migrated accounts (newly migrated in this version or migrated in
previous versions).

Hmm, this happens using today's commercial build with linux, but doesn't happen
on today's commercial Mac build.

I think when verifying a fix, though, all platforms should be tested.

Added info:  I don't have a problem when adding IMAP accounts to a newly
migrated profile. Just on brand new profiles.

This is morphing again.  Using nov12m11 build on NT 4.0, the added IMAP accounts
will display in the folder pane right away, but not in the account settings
dialog's list until you close that dialog and reopen it.
