I feel fairly certain that this is alredy an existing bug, but my search of the
Bugzilla database didn't turn up something close.  My computer crashed last week
while using Mozilla (though Mozilla had nothing to do with the crash) and when I
brought the computer back up, I noticed that all of the link buttons in the
personal toolbar had vanished, leaving only the Home and Bookmarks buttons. 
Both of those features still work, but I cannot drag web sites onto the personal
toolbar anymore at all.  I uninstalled Mozilla and reinstalled it, the problem
remains.  I uninstalled Mozilla, deleted its directory, and wiped every instance
of Mozilla I could find in the registry, and still the problem remains.  I find
the personal toolbar very helpful for being able to contain frequently-used
links, and I would like to be able to use it again, so I'm hoping there's a way
to resolve this problem.
