overflow-block: optional-paged was dropped from the spec in 2020 (https://github.com/w3c/csswg-drafts/issues/5287) and WPTs expect it to be unknown.

removed from the spec in 2020: https://github.com/w3c/csswg-drafts/issues/5287

This fixed our last failure in https://wpt.fyi/results/css/mediaqueries/test_media_queries.html, which is one fewer test-failure for interop-2023. Hooray!
(Adding mediaqueries-4 metabug which we've co-opted to track interop-2023 progress in that area.)
