At a minimum, this could be a global setting. Nice to have would be to specify exceptions to the global setting on a per-host basis. Even back in the dawn ages, Mosaic allowed to expire a reference NOW. The function could also account for pages where the <head> specifies an expiration date, but the URI shouldn't be purged at that time - just marked as stale. Perhaps that's a separate issue.
