It would be great to know what happens if somebody adds an enhancement request: Who will decide what feature gets in and in which priority order, etc.? What is the importance of number of votes in this process, etc. ...?

Is this a request for suggesting process information in the default distribution of Bugzilla or a request for clarification of mozilla.org's polocies? I suspect it's the later.
Yes, the latter. Since http://bugzilla.mozilla.org/describecomponents.cgi?product=Bugzilla is very short. It neither says what the implementation plans for a particular component are, which the key designs are etc. nor does it mention anything on the organisation behind it except for "Default Owner" and "Default QA Contact". Sure, adding such information to each component may be an overkill, but one small complementary step would be to describe the "governance" of a project in general and how RFE's are prioritised etc. Is the first person who categorises my RFEs as "lowest priority" the ultimate decision authority or is there a place to "appeal"? Are there any pre-set queries that list RFE's per component by priority/dependency? (I didn't find any under http://bugzilla.mozilla.org/report.cgi), etc., etc.,

What do those have to do with Bugzilla? Those are Mozilla bugs. Different crowd. If you want to deal with their RFE process, talk to them. :)
