When a download finishes and all broswer windows are closed, the downloaded file
is not copied to the desination folder.  It is saved to the cache, but not
copied over.  Seems to be caused by Mozilla's auto-restart when all windows are
closed.

Reproducible: Always

Steps to Reproduce:
1. Begin a file download
2. Close all browser windows
3. Wait for the download to finish

Actual Results:  
The downloaded file will not be saved to the destination folder

Expected Results:  
The file should have been copied into the destination folder when the download
completed (as it does when browser windows are open)

Quick Launch is on.  This has been happening since version 1.1 or earlier.

I think this is a dupe of bug 181374 rather than bug 147254 because the download
finishes and gets lost instead of the download dies.
