With 1.3a, I can no longer view (via Open File) a file if its format is "variable length". All sorts of garbage appears mixed in with the text. "Stream" format files display just fine.
Attached patch PatchSplinter Review
This is due to a change in the way files are opened in the 1.3 code. In order to restore the old behaviour we just need to make one slight change in the Mozilla startup file for OpenVMS. Chris, mozilla.com is what people run in order to invoke mozilla on OpenVMS (its our equivalent of the mozilla script file), This is a VMS specific file. Can you approve this change? I know you can't test it, you'll just have to believe me when I tell you it fixes the problem (and if it doesn't, it only break mozilla on OpenVMS!).
