Details

1. Open Mail @ news account settings. 2. Try to enter some cyrillic words in any field ?@825B - you'll get those symbols. I believe it is releted to bug 181290. Moz 2003012508
Is this only on Mail/News account setting? can you do it in Composer/Browser?

cyrillic as well as other non-latin-1 languages can not be input into any widgets including Composer, Mail/news, Address Book etc. see related bugs ##191140,191184,191186,191198
