When the "Download Manager" is the front-most window, an extra "Go" menu appears
at the end of the menu bar after the "QA" menu item. This menu appears to be
identical to the other "Go" menu farther to the left. 

Reproducible: Always

Steps to Reproduce:
1. Open Download Manager

Actual Results:  
Window appears with an extra "Go" menu at the right end of the bar.

Expected Results:  
Window appears with no extra menus.

Yep, this looks just plain stupid to have two 'Go' menus.

When the DL manager is frontmost window, I also notice we get duplicate items in
the following menus:
