The DIR attribute is not supported in the <HTML> element. It should be possible to say <html dir="rtl"> and have the document displayed right-to-left. It currently does not work. <body dir="rtl"> does work, but it doesn't work in <html>.

Reassigning to Troy.
Why are you re-reassing layout bugs? Do NOT touch layout bugs. The bugs are assigned to Kipp so they can stay neatly organized until we have a new owner for the block/inline code.
mass moving all Kipp's pre-beta bugs to M15. Nisheeth and I will prioritize these and selectively move high-priority bugs into M13 and M14.
Summary: dir attribute not supported in html element → [BLOCK] dir attribute not supported in html element
mine! mine mine mine! all mine! whoo-hoo!

redistributing bugs across future milestones, sorry for the spam
This bug is marked "future" because it is not critical for RTM (Release To Manufacturing). If anyone believes it is critical, please explain why in this bug.
Target Milestone: M22 → Future
Hmmm... this ought to work. Could something else be setting it on BODY?
Is this really a "Style System" bug?

Change to works/fixed as of PR3. Only thing to make it identical to IE, is to flip the scroll bar to the other side, but that's probably left best to the skin, rather than the html.
Above testcase demonstrates that this bug got fixed sometime in the past year or two.
