This is a problem not only for Russian letters, but for *all* letters outsize
A-Z, as far as I can determine. It is still present in Thunderbird 1.0, which
gives it an unneccessary unprofessional impression to non-English-speaking users.

Compare with the search in Firefox, which works well in ignoring case even for
"exotic" letters.

As far as local folders are concerned, this is fixed by my patch for bug 254740.
However, in case of Imap folders, it's only fixed for quick search because Imap
folder search takes a different code path for filter/search.

Nothing in this bug implied IMAP, so I'm marking this bug FIXED as a result of 
the patch at 254740.  Fix is not (will not be) in 1.7.x, you need a Mozilla 1.8/
Seamonkey 1.0 build.
