First, one must have a file being downloaded.
If I close the download manager it will continue downloading the file as long as
a browser window remains open.  If I close the browser window, it will remain as
long as the download manager window remains open.  If I close all mozilla
windows, the file ends up being canceled, despite that I still have mozilla
running in the tray.  

Leaving mozilla running may not be an option, but the user should probably be
prompted that he still has downloads going.  Something like "You still have
downloads in progress.  Would you like to keep the download manager open?"
