Attachment: supplimental fix for two issues

1)  expand the view, otherwise we won't analyzed collapsed thread
2)  disable the two Tools menu items (apply filters and run jmc) in the stand
alone msg window, as they don't make sense.

there's more that landed.

this menu item (as well as run filters)

should be disabled when the folder has no messages, or if the folder is news, or
if we are viewing account central.

I have that fix, and it will land with bug #194918

Using trunk build 20030325 on winxp, macosx and linux this is fixed and verified
